Today's tithi is Amavasya, in the Krishna paksha, the waning half of the lunar month. The Moon moves through Swati nakshatra, pada 4. The vara is Somavara, and the panchang's remaining limbs are Saubhagya yoga and Naga karana.

What is Naga karana?

Naga is a fixed karana appearing once a lunar month in the second half of Amavasya, named for the serpent, and it holds the darkest six degrees of the whole cycle.

At this point the Moon has almost finished closing the gap with the Sun. Nothing is visible in the sky, and the classical lists treat that as the point of it: Naga is associated with what is hidden, still, coiled and waiting rather than with anything in motion. The nagas of the tradition are keepers of things below the surface, of water and of what is stored.

It is the third of the four fixed karanas, following Chatushpada and preceding Kimstughna, which begins the bright fortnight. So Naga occupies the last half tithi of the old lunar month in amanta reckoning, the hinge between one cycle and the next.

Practical use is the same as any hinge. It is the traditional slot for not starting things, for letting a decision sit one more night, and for whatever counts in your life as putting the tools away. That is a use of time, not a warning about it.
