In the classical grouping this is a Rikta tithi, one of the fourth, ninth and fourteenth, and Rikta means empty. The old handbooks are direct about it: this is not the traditional slot for launching something you want to run undisturbed. What they put here instead is clearing, discarding, settling debts, and unblocking whatever has been stuck.
That pairing with Ganesha is not a coincidence. The deity associated with the tithi is the one asked before anything begins, and an empty tithi is exactly when there is room to ask. Monthly Vinayaka Chaturthi falls in this fortnight, and the largest festival on it opens in Bhadrapada.
